Science Forum<\/span><\/b> <\/span><\/p>\n

The Science Forum, part of the Three Seas Local Government Congress, provided an important platform for dialogue between the academic, scientific, and diplomatic communities from the region’s countries.<\/p>\n

The first day of the Forum was inaugurated by His Magnificence, Professor Dr. Hab. Miros\u0142aw Kalinowski, Rector of the John Paul II Catholic University of Lublin, who emphasized the importance of international cooperation among universities and the role of science as the foundation for the region’s development.<\/p>\n

A key topic was the role of universities as centers for building a scientific community, supporting innovation, and developing interinstitutional cooperation. The importance of internationalizing research, academic mobility, and creating joint research projects to strengthen the region’s competitiveness was emphasized. Speakers included: Professor Dr. Hab. Andrzej Szeptycki, University of Warsaw, Ministry of Science and Higher Education; Dr. \u0141ukasz Go\u0142ota, Deputy Director of the National Agency for Academic Exchange; Dr. Hab. Marcin Szewczak, Professor at the Catholic University of Lublin, Member of the Board of the Lublin Voivodeship; Dr. Oliko Kobakhidze from Sulkhan-Saba Orbeliani University (Georgia); Prof. Dr. Elvira Fetahu, Rector of Aleksander Xhuvani University in Elbasan (Albania); Prof. Dr. Luka Martin Toma\u017ei\u010d, Vice-Rector of Alma Mater Europaea University (Slovenia); and Dr. Bel\u00e9n Moncada, Deputy Vice-Rector of CEU Ferdinand III University (Spain).<\/p>\n

The role of science in shaping the so-called “soft power” of the Three Seas countries was also a significant element of the discussion. In this context, the importance of academic and diplomatic cooperation as tools for building the region’s international position, strengthening relations between states, and promoting common values \u200b\u200band interests was highlighted.<\/p>\n

The forum also addressed the topic of shared responsibility for public health, highlighting the need for international cooperation in the areas of medicine, healthcare systems, and crisis response. The importance of exchanging experiences, research, and systemic solutions to improve the quality of healthcare in the region was emphasized. Particular attention was also paid to the quality of education and research, emphasizing the role of cooperation between universities as a key element in raising educational standards. Panelists included: Prof. Rima Beriashvili, MD, PhD, Advisor to the Minister of Health, Tbilisi State Medical University (Georgia); Prof. Salvatore di Somma, MD, PhD, Sapienza University of Rome (Italy); Andriy Vasko, MD, PhD, Director of the Lviv Regional Center for Emergency Medical Services and Disaster Medicine (Ukraine); \u0141ukasz Jankowski, MD, PhD, President of the Supreme Medical Chamber; and Prof. Khikmat Anvarov, MD, PhD, Deputy Director of the Republican Scientific and Research Center for Emergency Medicine, University of Central Asia (Uzbekistan). A significant event was the expansion of the Three Seas Universities Network to include new universities from Albania, Turkey, and Spain, marking a significant step towards further integrating the academic community and expanding its reach and influence. The network was launched in 2023 in Lublin and, after welcoming new members, now includes 22 universities associated with the Three Seas region (more information: https:\/\/3sun.kul.pl\/).

The second day of the Science Forum featured panels organized by the Institute for the Development of Local Government in collaboration with substantive partners: the Nicolaus Copernicus University in Lublin, the Institute of Political Studies of the Polish Academy of Sciences, the Center for Research on Polish Diaspora Organizations Abroad of the Catholic University of Lublin, and the Intermarium Institute.<\/p>\n

The discussions focused on analyzing the contemporary challenges facing universities and research institutions in the Three Seas region. Despite their differences, the countries in the analyzed area identify similar development needs and similar geopolitical, technological, and social challenges that require building lasting research partnerships. The audience was interested in the financing of joint research initiatives and forms of cooperation between universities. Speakers representing the University of Warsaw, Cardinal Stefan Wyszy\u0144ski University, the Academy of Justice, the Zamo\u015b\u0107 Academy, and the Academy of Applied Sciences de Gasperi encouraged universities from Ukraine to engage in joint projects and sign bilateral cooperation agreements.<\/p>\n

Multi-level diplomacy was the topic of a discussion summarizing the first results of the Croatian chairmanship of the Three Seas Initiative following the parliamentary summit in Zagreb and the presidential summit and business forum in Dubrovnik. Speakers included: Mr. Szymon Szynkowski vel S\u0119k, Member of the Sejm, Prof. Magdalena Bainczyk from the Institute for Western Affairs, Prof. Agnieszka Orzelska-St\u0105czek from the Institute of Political Studies of the Polish Academy of Sciences, Mr. Pawe\u0142 Nierada, co-founder of the Three Seas Business Council, Dr. Sandro Knezovi\u0107 from the Institute of Development and International Relations in Zagreb, and Dr. \u0141ukasz Lewkowicz from Maria Curie-Sk\u0142odowska University (UMCS), discussed how to effectively build a network of connections and communication through multi-level diplomacy, as well as Croatia’s contribution to the development of regional cooperation and the legacy of the so-called Ragusa diplomacy. In the next part of the Forum, participants explored aspects of the economic security of the Three Seas region, its historical and cultural heritage, and the role of Poles and the Polish diaspora living in the Three Seas countries as natural ambassadors of Polish culture, science, and business.<\/p>\n

The Science Forum concluded with a discussion on the potential for cooperation among the Three Seas countries, with the participation of, among others, Monika Michaliszyn, former Polish Ambassador to Latvia; Dr. P\u00e1l Attila Ill\u00e9s, former Consul General of Hungary in Poland; and representatives of Maria Curie-Sk\u0142odowska University (UMCS), the Catholic University of Lublin (KUL), the de Gasperi Academy of Applied Sciences, and the Nicolaus Copernicus University in Lublin. The experts discussed key areas of economic cooperation, military cooperation, and security, including the coordination of defense efforts and strengthening NATO’s eastern flank. The final part of the discussion was devoted to increasing the visibility of the Three Seas Initiative and deepening awareness of its strategic necessity for the countries of Central and Eastern Europe.<\/p>\n","protected":false},"excerpt":{"rendered":"
