Local Government Economic Congress II Three Seas Forum of Regions



Self-government of the Lubelskie Voivodeship, Lublin Conference Centre and the Institute for Development of Self-government of the Lubelskie Voivodeship, as the organizers of the Local Government Economic Congress II Three Seas Initiative Forum of Regions, invite all interested persons to participate in the Event. It will take place on 29th-30th June 2021 in Lublin Conference Centre in Lublin. It will gather the representatives of Three Seas Initiative regions, science, politics, business, and media. The Event will be held under the honorary patronage of the President of the Republic of Poland Andrzej Duda.

On the first day of the Local Government Economic Congress II Three Seas Initiative Forum of Regions the Marshal of the Lubelskie Voivodeship Jarosław Stawiarski will greet the participants. Then, the President of the Republic of Poland Andrzej Duda will officially open the Event. The key points of the day will be focused around the Three Seas Initiative, Economic Network of the Three Seas Regions, Via Carpatia route in frames of logistics and transport, and cross-border cooperation of the Three Seas Initiative area. The participants will also be able to hear the opinions of neighbours and partners of the Three Seas area, among others from Germany, the US and Japan about the Initiative itself as well as about its meaning for the global economy.

Leading subjects of the second day od the Local Government Economic Congress II Three Seas Initiative Forum of Regions comprise the questions of energy security, development of the innovative economy, and the meaning of digital transformation in the development of modern economy after the pandemic. The participants will also have the opportunity to learn about the cooperation between stock exchanges of the Three Seas Initiative and about the proposition of the products based on CEEPlus Index. Also the issue of the financial instruments of the 3SI, including the Three Seas Initiative Investment Fund will be discussed in a complex manner. A special attention will be paid to the dominant sectors of the regions of the 3SI such as agriculture and agri-food processing, and the Via Carpatia route as a chance to promote tourism in the countries of the Three Seas Initiative. Another important subject will be energy security in the context of responsible and sustainable development of the 3SI countries.

High level of the discussion will be assured by the content-related partners. Among them: Chancellery of the President of the Republic of Poland, Chancellery of the Prime Minister of the Republic of Poland, Ministry of the Foreign Affairs, Ministry of State Assets, Ministry of Education and Science, Ministry of Economic Development, Labour and Technology, Ministry of Agriculture and Rural Development, Warsaw Stock Exchange, National Development Bank, Trade and Economy Chamber of Food Market, Trimarium Association, Lubelskie Convention Bureau, Central Europe Institute, Roztocze Euroregion, Polish Tourism Association, East Poland House in Brussels and others. Also some important figures from politics, science and business from Poland and other countries will participate in the Event.

Registration for the 6th Three Seas Local Government Congress is now open



The 6th edition of the Three Seas Local Government Congress will take place May 27-28, 2026, in Lublin. It is a forum that brings together the visions, experience, and potential of the Central and Eastern European countries.



The Three Seas Local Government Congress is a prestigious international event organised by the Lubelskie Voivodeship. The Congress serves as a platform for cooperation among 13 countries of the Three Seas Initiative and associated members (Ukraine, Moldova, Albania, and Montenegro), focusing on infrastructure development, security, innovation, and cross-border cooperation. Over the past five editions, the Congress has gathered more than 5000 participants from over 25 countries, including representatives of governments, local and regional authorities, business, and academia. The event is held under the Honorary Patronage of the President of the Republic of Poland. Representatives of more than 350 regions from the Three Seas Initiative are invited to attend the Congress. It is a multidimensional event. Its accompanying activities include the Economic Forum, a scientific session of the Three Seas Universities Network, and the 3Seas Youth Forum. The upcoming edition of the Congress will be expanded to include a Security Forum addressed to local governments from the Three Seas region.



The Economic Forum comprehensively supports the offer of SMEs from the Lubelskie Voivodeship. Its aim is to create conditions for the development of entrepreneurship and investor services, as well as to build lasting economic relationships and facilitate the exchange of experience and inspiration in the field of the economy. Topics addressed during the Forum will include, among others: Feminine Lubelskie, Innovation, entrepreneurship (B2B Zone / Exhibition Zone), the 20th anniversary of Marka Lubelskie, and international cooperation. The Economic Forum is a unique platform for networking, signing agreements, and presenting technologies and solutions that create real opportunities for regional economic cooperation in times of global tension.



The Security Forum is a key accompanying event of the Three Seas Local Government Congress, dedicated to challenges and opportunities in the broadly understood field of security for regions involved in the Network of the Three Seas Regions project. At its core is the exchange of experience and the building of cooperation among local governments, organizations, experts, and business representatives from the 13 countries of the Three Seas Initiative. Topics discussed during the Forum will include, among others: local resilience, health and social security, protection of critical infrastructure, cybersecurity, and the role of local governments in crisis response.
