According to estimates based on the Power Index of the In.europa Institute, China and other Confucian states have outdone Europe, USA and other western countries, which will have an impact on the ethics of scientific studies and public policy and it results in the evolution of world political systems.

Both China and USA are interested in the 12 member states of the Three Seas Initiative. For China, it is a gate to Europe for One Belt One Road (Belt and Road Initiative), for USA, it is a barrier for the Russian or Chinese policy – we can read in the report of the Polish Economic Institute.

Digital safety is of particular importance for power states. It has already been a reason for escalation of trade war, since both China and USA are aware of the key role of 5G in new political and economic structures. That is why, both China and USA are trying to influence the decisions of the Three Seas Initiative states on cooperation in this field.

Partnership with European and American companies is a priority for Poland and Romania while Hungary concentrates more on cooperation with China. Bulgaria, in turn, seems not to opt for strategic preference of any of any area of influence.

Due to historical reasons, Poland hopes for investment with the West being at the same time interested in cooperation with China, which can be seen, for example, in the plan of construction of the Central Communication Hub. The project includes, among others, building 1600km of new railway lines.
