3Seas Local Government Congress with the Honorary Patronage of the Polish President, Andrzej Duda



The May event, whose previous editions have attracted nearly 2,000 people from 25 countries around the world, has again been placed under the Honorary Patronage of the President of the Republic of Poland Andrzej Duda.



On May 16-17, 2023, the third edition of the Three Seas Local Government Congress will be held in Lublin. The event will be attended by leaders of key economic sectors, political figures, and representatives of public administration and local governments from the 12 countries of the Three Seas Initiative.



This year’s edition, and as in previous years, will include topics important to the Three Seas Initiative such as security in the Three Seas region, the challenges of cooperation between the Three Seas Initiative and Ukraine, and health in the post-pandemic era.



The Congress is accompanied by an Economic Forum for the purpose of integration and business networking. The third edition of the Congress will be expanded with additional events involving the startup community, young leaders, and others.



This year Ukraine will once again join the debate.



During last year’s edition of the Three Seas Local Government Congress, Minister Piotr Ćwik read out a letter from President Andrzej Duda, addressed to the participants and organizers of the event.




“The Three Seas Initiative is an international project of great importance. I firmly believe that the form of cooperation of our twelve countries, located in the area between the Baltic, Black, and Adriatic Seas, significantly contributes to the formation of the new status of the Central and Eastern European region and influences the multiplication of development opportunities for the entire European Union. We have significant potential. Together, our countries account for almost a third of the EU’s land area, have a combined population of more than 110 million people, and together we produce almost 20 percent of the EU’s GDP. I am glad that cooperation within the framework of the Three Seas Initiative is becoming richer and richer, taking on new dimensions. Evidence of this is the Three Seas Forum of Regions and the Local Government Economic Congress initiated in Lublin, in which I was pleased to participate last year (…).”



The Minister stressed that the Three Seas Initiative should be developed through meetings at various levels, including those such as the Three Seas Local Government Congress, which has become a meeting place for representatives of the local government units, the world of science, as well as politics.



President of the Republic of Poland Andrzej Duda – the originator of the Three Seas Initiative and the local government component – solemnly opened the first edition of the Congress in 2021, during which the Lublin Declaration on the establishment of the Network of the Three Seas Regions was signed.

The Three Seas Local Government Congress under the Honorary Patronage of the President of Poland



The 6 th edition of the Three Seas Local Government Congress will be held May 27-28, 2026, under the Honorary Patronage of the President of the Republic of Poland, Karol Nawrocki. This distinction recognises the growing importance of the event, which has become a key platform for cooperation among the countries of Central and Eastern Europe, both in the economic and infrastructural dimensions.



Over five editions of the Congress (2020–2025), more than 5,000 participants from 24 countries have taken part, 104 discussion panels have been held, and 64 foreign delegations have visited Lublin. The scale and international character of the event confirm its increasing role in shaping dialogue across the Three Seas region.




We, the countries representing Central and Eastern Europe (…) through the Three Seas Initiative, Via Baltica, and Via Carpatia, share not only our voice and vision of building a civic community, but also tangible results showing that the Baltic States and the countries of Central and Eastern Europe are capable of implementing major infrastructure projects, emphasised President Karol Nawrocki during his visit to Vilnius last month.



These words perfectly capture the spirit of the Three Seas Congress, which brings together political, academic, and business communities around a shared goal, building a strong, integrated, and cooperative Central and Eastern Europe.



It is also worth noting that in April 2025, Poland hosted the 10th Three Seas Initiative Summit. During the event, participants emphasised the importance of infrastructure and economic cooperation in the region and the need to strengthen cohesion across Central and Eastern Europe. This year, the cooperation format has been expanded to include new members – Albania and Montenegro joined the Three Seas Initiative in the capacity of associated participating states, while Spain and Turkey became new strategic partners. It has already been announced that the 11th Summit will take place in Croatia in 2026.
