The Congress serves as a platform for cooperation among 13 countries of the Three Seas Initiative and associated members (Ukraine, Moldova, Albania, and Montenegro), focusing on infrastructure development, security, innovation, and cross-border cooperation. Over the past five editions, the Congress has gathered more than 5000 participants from over 25 countries, including representatives of governments, local and regional authorities, business, and academia.
