Eastern Poland used to be neglected



Eastern Poland was neglected for many years. There were no investments here. I mean the whole so called eastern wall, i.e. regions situated at the eastern border of the Republic of Poland. The Three Seas Initiative programme is a great chance for this part of Poland and for our part of Europe – says President of Poland Andrzej Duda.

Eastern Poland? It was more difficult to run business activity because it was more difficult to get here, road communication was not good, young people left this area as they did not see prospects for them here. We’ve been changing it dynamically in recent years. I’m glad that the Via Carpathia started to be built and thus eastern Lithuanian border will be connected with the Slovak border through Poland within a few years. Today, construction works are carried out almost on the whole section of this road. It is a very ambitious task – more than 700 kilometres of road – it is really a huge investment. This road will go through A2 and A4 motorways, so it will be an intersection of the most important European east-west arteries. For me, Via Carpathia is a great development chance. However, it constitutes an element of a wide Three Seas Initiative programme, i.e. cooperation of Central European states within the European Union, where we connect the EU Baltic states with the EU states lying at the Black and Adriatic Seas. Therefore, it is a great programme developing this part of Europe. I do hope that the 590 Congress will manage to attract the economic attention of our partners from the Three Seas Initiative countries followed by our great partners – the united States and Germany, who are also partners of the Initiative. We also talk about partnership with Japan, whose representative was present for the first time in the Three Seas Initiative meeting this year. So, as you can see, the interest in the Three Seas Initiative is really huge – says President Andrzej Duda.



What does it mean for Lubelskie?




Podkarpackie, Lubelskie and Podlaskie Regions are regions which draw attention in a specific way because they have been developing very dynamically recently. One should remember that the whole Three Seas Initiative area is inhabited by 112 millions of the EU citizens. So it is a huge part of it and it’s fair to say we are a heart here in terms of geography, in addition, we are the biggest country here. So the development in our part of Europe is even more accelerated – we are trying to catch up, creating thus a great investment opportunity – President of Poland adds.

The Three Seas Local Government Congress under the Honorary Patronage of the President of Poland



The 6 th edition of the Three Seas Local Government Congress will be held May 27-28, 2026, under the Honorary Patronage of the President of the Republic of Poland, Karol Nawrocki. This distinction recognises the growing importance of the event, which has become a key platform for cooperation among the countries of Central and Eastern Europe, both in the economic and infrastructural dimensions.



Over five editions of the Congress (2020–2025), more than 5,000 participants from 24 countries have taken part, 104 discussion panels have been held, and 64 foreign delegations have visited Lublin. The scale and international character of the event confirm its increasing role in shaping dialogue across the Three Seas region.




We, the countries representing Central and Eastern Europe (…) through the Three Seas Initiative, Via Baltica, and Via Carpatia, share not only our voice and vision of building a civic community, but also tangible results showing that the Baltic States and the countries of Central and Eastern Europe are capable of implementing major infrastructure projects, emphasised President Karol Nawrocki during his visit to Vilnius last month.



These words perfectly capture the spirit of the Three Seas Congress, which brings together political, academic, and business communities around a shared goal, building a strong, integrated, and cooperative Central and Eastern Europe.



It is also worth noting that in April 2025, Poland hosted the 10th Three Seas Initiative Summit. During the event, participants emphasised the importance of infrastructure and economic cooperation in the region and the need to strengthen cohesion across Central and Eastern Europe. This year, the cooperation format has been expanded to include new members – Albania and Montenegro joined the Three Seas Initiative in the capacity of associated participating states, while Spain and Turkey became new strategic partners. It has already been announced that the 11th Summit will take place in Croatia in 2026.
