More than EUR 6.3 billion for supporting Ukraine

The National Stadium in Warsaw hosted an International Donor’s Conference for Ukraine, organised at the initiative of Polish Prime Minister Mateusz Morawiecki and Swedish Prime Minister Magdalena Anderson. The meeting was attended by heads of states and governments, representatives of world business and financial institutions – partners from the European Union, World Bank, International Monetary Fund, International Currency Fund and the European Bank for Reconstruction and Development.

For more than 70 days, Ukraine has been struggling with violent aggression of Russia. The fight of the Ukrainians is the fight for freedom and safety of the whole Europe. The crimes in Bucha, Borodzianka, Hostomel, Mariupol and in hundreds of other towns and cities show the barbaric system that we as Europe have to face.

During the conference at the National Stadium in Warsaw, the head of the Polish government addressed directly the Ukrainian people, including the president and prime minister of Ukraine: – Dear brothers and sisters from Ukraine, dear President Zelensky, dear Prime Minister Denys – we know well that today you are fighting not only for your home country, not only for your independence and freedom, but also for ours. The prime minister also offered further support. – We will keep on helping you in any possible manner. You will win this war, let’s win it together. Together, we will show that the European values are not just mere words but they are followed by real actions.

Since the very first day of the Ukrainian aggression against Ukraine, Poland has been standing jointly and severally next to our eastern neighbour. More than 6.5 million people have fled Ukraine from the aggressive actions of Russia, of which more than 3 million people have crossed the Polish border. All the people looking for shelter in Poland received such help.

People from Ukraine can take up legal work or continue education free of charge. – We do not create refugee camps. We prefer different form of integration of refugees with our society so that they could stay with us as long as they want. We all do hope that they weill be able to come back to their homes as soon as possible. This attitude is more expensive but it is also more humanitarian and sustainable – he added. Apart from the humanitarian aid, Poland also provides military support – EUR 1.6 billion – this is the equivalent of the miliary support granted so far. We will continue this support, and if possible, we will enhance it – said the prime minister.

The prime minister also declared further support for Ukraine – Poland will continue supporting the Ukrainian refugees, at least for the amount of EUR 3.4 billion until the end of tis year. The funds will be allocated, among others, for supporting housing or transport. Besides, Poland will continue providing free education, language training courses, transportation, access to labour market. We will also provide EUR 100 million of aid in the form of hygiene products, including temporary houses built in Ukraine.

The 6 th edition of the Three Seas Local Government Congress will be held May 27-28, 2026, under the Honorary Patronage of the President of the Republic of Poland, Karol Nawrocki. This distinction recognises the growing importance of the event, which has become a key platform for cooperation among the countries of Central and Eastern Europe, both in the economic and infrastructural dimensions.

Over five editions of the Congress (2020–2025), more than 5,000 participants from 24 countries have taken part, 104 discussion panels have been held, and 64 foreign delegations have visited Lublin. The scale and international character of the event confirm its increasing role in shaping dialogue across the Three Seas region.

We, the countries representing Central and Eastern Europe (…) through the Three Seas Initiative, Via Baltica, and Via Carpatia, share not only our voice and vision of building a civic community, but also tangible results showing that the Baltic States and the countries of Central and Eastern Europe are capable of implementing major infrastructure projects, emphasised President Karol Nawrocki during his visit to Vilnius last month.

These words perfectly capture the spirit of the Three Seas Congress, which brings together political, academic, and business communities around a shared goal, building a strong, integrated, and cooperative Central and Eastern Europe.

It is also worth noting that in April 2025, Poland hosted the 10th Three Seas Initiative Summit. During the event, participants emphasised the importance of infrastructure and economic cooperation in the region and the need to strengthen cohesion across Central and Eastern Europe. This year, the cooperation format has been expanded to include new members – Albania and Montenegro joined the Three Seas Initiative in the capacity of associated participating states, while Spain and Turkey became new strategic partners. It has already been announced that the 11th Summit will take place in Croatia in 2026.
