Jarosław Stawiarski

Marshal of the Lubelskie Voivodeship

An experienced self-government official and politician.
A graduate in history at the Humanistic Department of the University of Marie Curie Skłodowska in Lublin, an alumnus of postgraduate studies in management.

He was a teacher, headmaster, councillor and a deputy mayor in his hometown Kraśnik. Member of National Parliament for 4 terms. He had served as the Secretary of State in the Ministry of Sport and Tourism, where as the Vice-Minister had been responsible mainly for financial support of sports infrastructure. Under his management about half a billion PLN was annually spent on new sports facilities. He also supervised the National Stadium, the Central Sports Centre and the Institute of Sport. He is a member of the bureau of the European Committee of Regions and the president of the Presidential Council for Self-Government.

On 21st November 2019 elected for the Marshal of the Lubelskie Voivodeship. Passionate about sport both in private and professional terms, always present at the most important sports events. Supports Polish national teams in different disciplines.

Jacek Sasin

Deputy Prime, Minister of the Republic of Poland Minister of State Asstes

Jacek Sasin was born on 6th November 1969 in Warsaw, Poland. He is a Polish politician, currently serving as the Deputy Prime Minister of the Republic of Poland, since 4th June 2019. As of the 15th of November 2019 he holds the position of the Minister of State Assets.

He graduated from the University of Warsaw and holds a master’s degree in history, at the Faculty of History. He completed postgraduate studies in public administration management at the Leon Kozminski Academy of Entrepreneurship and Management (currently: Kozminski University).

Sasin began his career by joining the Foundation for Polish-German Reconciliation. In the years 1998-2004 he worked at the Office for War Veterans and Victims of Oppression, where he headed the Department of Judicature.

Since 2007 he worked closely with the late President of the Republic of Poland Lech Kaczyński, initially as his advisor. In years 2009-2010 he served as the Secretary of State and Deputy Chief of the Chancellery of the President of Poland. In 2010, Sasin became a councillor of the Mazovian Voivodship Parliament.

Since 2011 he serves as a member of the Sejm. In the 2011 parliamentary elections, he was elected as a member of the 7th term Sejm, where he held the office of Vice-chairman of the Local Government and Regional Policy Committee and was a member of the Internal Affairs Committee.

In the 2015 parliamentary elections, he was reelected and became a Member of the 8th term Sejm. He served as the Chairman of the Public Finances Committee and the standing Subcommittee for the Local Government System and was a member of the Local Government and Regional Policy Committee.

On January 9th 2018 he was appointed the Secretary of State at the Chancellery of the Prime Minister and the Chairman of the Standing Committee of the Council of Ministers, and later the Secretary of the Council of Ministers.

Henryk Kowalczyk

Deputy Prime Minister, Minister of Agriculture and Rural Development

Member of the Polish Sejm of the 5th, 6th, 7th and 8th parliamentary terms. In 2006-2007 he was Secretary of State at the Ministry of Agriculture and Rural Development and government plenipotentiary for the shaping of the agricultural system. In 2015, he was appointed Minister without Portfolio in Beata Szydło’s government. In 2016, he served as Minister of the Treasury. Vice-Chairman of the Economic Committee of the Council of Ministers. In 2017, he took up the post of Minister without Portfolio in the newly formed government of Mateusz Morawiecki. Chairman of the Standing Committee of the Council of Ministers. Chairman of the Committee on Public Finance since 2019. In 2018-2019, he was Minister of Environment. Since 2021, he has been part of Prime Minister Morawiecki’s Council of Political Advisors. On 26 October 2021, he was appointed by President of the Republic of Poland Andrzej Duda as Deputy Prime Minister, Minister of Agriculture and Rural Development.

Anna Moskwa

Minister of Climate and Environment

Graduated from the Catholic University of Lublin in Sociology, from the Maria Skłodowska-Curie University in International Relations and completed postgraduate studies at the University of Warsaw in Enterprise Management. She is also a graduate of the Łazarski University, where she completed MBA studies.

She acted as the Vice-President and President of the European Meeting Centre – Nowy Staw Foundation where she started her work as a volunteer. In 2010, she directed the Polish branch of the Habitat for Humanity organisation. After 2012, she was involved in advisory activities with regard to HR, labour market and EU funds.

In the years 2016-2017, she was the Director of the International Cooperation Department at the Ministry of Maritime Economy and Inland Navigation. From 2017 to 2020, she was the Undersecretary of State at the Ministry of Maritime Economy and Inland Navigation. Later, in the years 2020-2021, she acted as the President of the Management Board in Baltic Power. Since 2021, she has been the Director of offshore wind farms office at the Orlen company. On 26 October 2021, she was appointed by the President of the Republic of Poland, Andrzej Duda, as the Minister of Climate and Environment.

He graduated from Warsaw University Faculty of Law and Administration as well as the School of Spanish and European law at the Universidad de Castilla-La Mancha and the University of Warsaw. In 2008-2015, he practiced in law firms. Attorney-at-law, member of the Warsaw Bar Association and its deputy disciplinary officer in 2016-2018. In 2018, he was appointed advisor to the Prime Minister, then a deputy director of International Projects Coordination Department at the Chancellery of the Prime Minister. Since 2020, he has served as the Polish Government Plenipotentiary for the Three Seas Initiative. Also a Board member of the Institute of Central Europe.

Andrii Deshchytsia

Ambassador Extraordinary and Plenipotentiary of Ukraine to Poland

Ambassador Deshchytsia is a graduate of the History Faculty at the Ivan Franko National University of Lviv, he earned MA degree at the University of Alberta in Canada and defended his PhD in political sciences. Mr Deshchytsia started his diplomatic career in 1996 in Poland, later on he represented the interests of Ukraine in Finland and Iceland. He was the Spokesman of the Ministry of Foreign Affairs of Ukraine, as well as a special representative of the Chairman of OSCE for solving conflicts. After protests in Maidan and escape of the President Yanukovych on 27th February 2014, he was appointed acting Minister for Foreign Affairs of Ukraine. On 7th November, as Extraordinary and Plenipotentiary Ambassador of Ukraine, he presented his credentials to the President of the Republic of Poland and officially started his diplomatic mission in Warsaw. Fluent in the Polish, English and Russian language.

Mark Brzezinski

Ambassador Extraordinary and Plenipotentiary of the United States to Poland

 Ambassador Brzezinski previously served as U.S. Ambassador to Sweden from 2011 to 2015. In 2015, he was the first Executive Director of the White House’s Arctic Executive Steering Committee.  Previously he was a Managing Director at Makena Capital Management and a partner at the law firm McGuireWoods LLP. From 1999-2001, he served on President Clinton’s National Security Council staff, first as a Director for Russia and Eurasia, and then as a Director for the Balkans. He was a Fulbright Scholar in Poland in 1991-1993.

Gediminas Varvuolis

Ambassador at Large for connectivity and the Three Seas Initiative, Ministry of Foreign Affairs (Lithuania)

Between February 2018 and October 2021 Mr Gediminas Varvuolis served as the Ambassador of Lithuania to Japan. From Tokyo he was also accredited to New Zealand, Australia, Singapore, Indonesia, Malaysia, Philippines as well as ASEAN & Asia Europe Foundation. Before coming to Japan, from 2013 to 2018 he served as ambassador of Lithuania to Belgium and from Brussels was also accredited to Luxembourg and Algeria.

After graduating from the Faculty of History at Vilnius University and the Institute of Political Sciences in Paris, Mr Varvuolis entered the Ministry of Foreign Affairs of Lithuania in 1995. His assignments in Lithuania‘s diplomatic service included positions of Deputy Permanent Representative to NATO and Director of the Transatlantic Cooperation and Security Policy Department, Head of Crisis management and NATO divisions, Lithuanian Embassy in France.

Mr Varvuolis is awarded with Medal for the civilians „for merits“ of the Ministry of Defence of Lithuania (2011), Order for Merits to Lithuania, the Cross of the Knight (2004) and French National Order of Merits, (Chevalier de l‘ordre national du Mérite) (1997).

Konrad Popławski

Head of Central European Department, Centre for Eastern Studies (Poland)

Since 2009 in the Centre for Eastern Studies (OSW) dealing with politics and economics of Central Europe and Germany. Published more than 100 analyses and more than 10 longer reports concerning these topics. He was for more than 10 years an analyst for economy of Germany and defended the PhD in economics at Warsaw School of Economics. Since 2020 on a position of a head of Central European Department at OSW. He was a coordinator and a member of teams of experts preparing analyses for V4 ministries of foreign affairs.

PhD in economics, researcher. Member of the Polish Parliament. He lives in Lublin. For many years, she has been involved in the Three Seas Initiative, Chairwoman of the Parliamentary Team for the Three Seas Initiative in the Polish Parliament. Artur Soboń

Secretary of State Ministry of Finance

Artur Soboń is a graduate of the Faculty of Humanities of the John Paul II Catholic University of Lublin (MA’s thesis: Political power in the conservative thought of the Second Republic of Poland) and the Collegium of Business Administration at the Warsaw School of Economics (MA’s thesis: Value building strategy on the example of Lubelski Węgiel Bogdanka).

He completed postgraduate studies in the field of European projects at the Maria Curie-Skłodowska University in Lublin and in accounting and finance at the John Paul II Catholic University of Lublin. He also completed doctoral studies in economics at the Collegium of Social Sciences of the Warsaw School of Economics.

Since 2001, he has been associated with the Świdnik City Hall, initially managing the Strategy and Development Department, then since 2006 as the City Secretary. In the years 2006-2010, a poviat councilor and a social board member of the Świdnik district board. In the period 2010-2015, he was a councilor of the Lublin Voivodeship Assembly.

Since 2015 he has been a Member of the Parliament of the Republic of Poland. As part of his parliamentary activities, he serves as Chairman of the Parliamentary Team for Reindustrialisation of Poland and the Chairman of the Parliamentary Team of Friends of Polish Aviators. Member of the national defense and public finance committee.

From January 9, 2018 to November 14, 2019, Secretary of State at the Ministry of Investment and Economic Development, responsible for, among others, construction and the Eastern Poland Programme 2014-2020. Then, until December 4, 2019, Secretary of State at the Ministry of Development Funds and Regional Policy, a ministry that was created from the transformation of the Ministry of Investment and Economic Development.

Since 2019, Secretary of State at the Ministry of State Assets, he has served as Government Plenipotentiary for the transformation of energy and coal mining companies. He exercised owner’s supervision in commercial law companies on behalf of the State Treasury and local government units.

Since October 8, 2021, Secretary of State at the Ministry of Economic Development and Technology and Government Plenipotentiary for Local Development.

Artur Wasil

He graduated in 2002 from the Faculty of Mining at the AGH University of Science and Technology in Krakow, with an M.Sc. Eng. degree in Mining and Geology, specialising in Mining Geotechnics. In 2002 he joined Lubelski Węgiel Bogdanka S.A. where he went through the levels of professional career from a trainee to a team foreman of extraction brigade. In 2012 Mr Wasil started work at PRG Linter S.A. where he performed the role of Mining Director, and in 2014 was appointed to the position of the President of the Management Board. Mr Artur Wasil also holds a post-graduate diploma in European Project Management and EU Law obtained at the Marie Curie Skłodowska University in Lublin. Jan Szewczak

Member of the Board for Finances, PKN ORLEN

He is a lawyer, economic analyst and expert in the field of finance, financial law, banking and macroeconomics.
He graduated from the Faculty of Law and Administration at the University of Warsaw, as well as doctoral studies at the Department of Finance and Financial Law. He also completed research internships in Amsterdam and Prague.
For many years he was a researcher and lecturer at the Faculty of Law and Administration of the University of Warsaw and the University of Economics and Information Technology (Vistula).
He has extensive experience in the financial sector. He sat on the Management Board of the PZU Tower Company, was the chief economist of the National Credit Union (SKOK), as well as a deputy of the 8th term of the Sejm of the Republic of Poland, chairman of the Permanent Subcommittee for Financial Institutions and vice-chairman of the Parliamentary Public Finance Committee and a member of the Digitization Committee.
He is an economic journalist and author of many opinions and expert opinions on economic processes and ownership transformations.
His interests include economic history and privatization processes in Poland and abroad.

Mr. Perkowski conducted Ph.D. in Economics at the Institute of Economics of the Polish Academy of Sciences. He is a graduate of the Faculty of Marketing and Management as well as the Faculty of Finance and Banking at the Independent University of Business and Public Administration in Warsaw. He also completed a post-graduate course in Management Analytics at ORGMASZ Institute of Industry Organisation and Management. His research articles concern subjects of virtual enterprises and digital technologies. Doctor of Law, manager and attorney-at-law specializing in providing legal services to commercial law companies and public finance sector entities. For many years, he provided legal services to corporations in the manufacturing, transport and construction industries, as well as local government units and organizational units of the State Treasury. Mr Cioch has experience in the implementation of corporate governance in joint-stock companies.
A graduate of the Faculty of Law, Canon Law and Administration of the Catholic University of Lublin.
He is the author of several dozen scientific publications in the field of civil procedure law, civil law and commercial law.

From May 4, 2020, he is the vice president of the management board. Currently, he is responsible for such areas as: investments, energy, support, logistics and trade.

Extensive experience in public and local government administration. He was the Mayor of Wołomin in 2010-2014, the Head of the Political Cabinet of the Vice-President of the Council of Ministers Jacek Sasin and previously the Director of the Mazovian Branch of the Agency for Restructuring and Modernization of Agriculture, the largest paying agency in the European Union.
Currently an advisor to Deputy Prime Minister Jacek Sasin, involved in humanitarian aid for Ukraine.

Dr Michał Laszczkowski

Director of the National Institute for Preservation of Monuments

Historian, lawyer, social activist, culture manager. He was the founder and long-time president of the non-governmental Cultural Heritage Foundation, which in the last ten years has carried out numerous conservation works on historic buildings in Poland, Ukraine, as well as in Belarus, Latvia, France, Moldova and Italy. After Russia’s aggression against Ukraine in 2022, he coordinated aid and collections of Polish cultural institutions to protect Ukraine’s monuments. At the Ministry of State Assets, he is the Chairman of the Team for the Synergy Programme, which coordinates the cooperation of State Treasury companies and special actions, such as: humanitarian support for Ukraine, uniformed services on the Polish-Belarusian border, combating the effects of the pandemic.
He has worked for key corporate clients in the b2c and b2b sectors in the EMEA region. Co-owner of Gameset, the first gaming marketing agency in the CEE region. Privately interested in geopolitics, the role of modern media in global information rivalry, and issues of information sovereignty.

Manager, analyst and researcher, expert of the Trimarium Association, employee of the Agency for Restructuring and Modernisation of Agriculture, previously an expert of the National Institute of Rural Culture and Heritage and Advisor to the Minister of Agriculture and Rural Development. He graduated from the Faculty of Law, Canon Law and Administration of the John Paul II Catholic University of Lublin in 2001. Afterwards, in 2006, he obtained a doctoral degree in legal sciences on the basis of the work „Principles of the rule of law and social justice in the systemic practice of the Third Republic of Poland” and, in 2015, a postdoctoral degree in legal sciences on the basis of his achievements and the dissertation “Economic freedom. The first pillar of the social market economy”.
He is a professor at the Catholic University of Lublin. He specializes in constitutional law and is the author of several dozen monographs and scientific articles.
He was the Lublin voivode in 2015 – 2019. During this period, he was involved in the implementation of the structural reform of schools and institutions in the voivodeship and actively participated in the debate on the shape of the education reform.
He was elected to the 9th term Sejm of the Republic of Poland (the lower house of the Polish parliament) in 2019, gaining over 87,000. votes. As a member of the Polish parliament, he performs the duties  of the deputy chairman of the Parliamentary Committee on Justice and Human Rights.
He was appointed the Minister of Education and Science on 19 October 2020.

Rector of the Medical University of Lublin

Wojciech Załuska, Professor, MD, PhD, DSc is a graduate of the Medical University of Lublin, a specialist in internal medicine, nephrology, public health, hypertensiology and clinical transplantology. He is the head of the Department and Clinic of Nephrology and since 2009 a provincial consultant in the field of nephrology. In previous terms of office of the university authorities, he served as Deputy Dean of the Faculty of Medicine, Dean of this faculty and from 2020 he took over the function of the Rector of the Medical University of Lublin. Multiple scholarship holder of foreign scientific centers (Germany, USA), member of many prestigious international scientific societies, winner of the scientific award of the Minister of Health. In 2016, he became the Ambassador of the Lubelskie Voivodeship.

Ph.D. in Law, University lecturer, author of scientific publications, editor-in-chief of a scientific journal Kultura Prawna [Legal Culture], director of the publishing department at the Ordo Iuris Institute for Legal Culture, expert and analyst at the Confederation of Non-Governmental Initiatives of the Republic of Poland and at the Hipolit Cegielski Center for Legal, Economic and Social Analyses. His scientific and professional interests mainly concern history of political and legal thought, theory of political systems, civil society, constitutional law, agricultural law, philosophy,v and logic. Director of the W. Felczak Institute of Polish-Hungarian Cooperation

Maciej Szymanowski was recommended by Wacław Felczak on a scholarship in Budapest in 1987–1988. At the end of the 1980s, he was active in the Polish-Hungarian Solidarity. In 1991 he graduated from Hungarian studies at the University of Warsaw. Deputy Director for the Digitization of Science and Education at the Educational Research Institute

Michał Przymusiński is the Deputy Director for the Digitization of Education and Science at the Educational Research Institute. Responsible for the development of new IT systems development projects.

A graduate of Polish studies at the University of Warsaw, specializing in cultural animation. He deals with the design and implementation of IT systems. In 2017-2022, he supervised the construction and development of the main public administration portal www.gov.pl. He managed the construction and commissioning of the nationwide Sanepid service system – SEPIS (National Sanitary Inspection Register System), the processes of automating the service of the National Vaccination Program hotline and the National Sanitary Inspection hotline for citizens.

 

He worked in the Ministry of Digitization and the Chancellery of the Prime Minister as Deputy Director of the Service Development Department. At that time, he supervised the launch of the first stage of the e-delivery project (electronic registered delivery system), style guide for government administration, construction of e-services for citizens, centralized BIP system, preparation of a remote learning and work system for administration employees.

 

Previously, as the first director of the Nowe Media TVP SA Center, he designed and implemented the strategy of a public broadcaster in the area of ​​digital media and was responsible for the TVP HD program. As part of cooperation with the Polish branch of the BBC, on behalf of Netia, he co-created the sender’s information website, as the head of Internet technologies, he launched the Radio Zet portal and built the first website of HBO Poland. In 2010-2011 he was a member of the supervisory board of IAB Polska.

(Polish) Prime Minister’s High Representative for Government Technology - Head of the GovTech Centre, Plenipotentiary of the Minister of Education and Science for Digital Transformation

Leading expert in corporate finance and fund management. Having previously worked in consulting, in 2016 she became an advisor to the Minister of Economic Development. Responsible for management of the State’s innovative projects portfolio, she spearheaded the MinFinTech programme as well as digital initiatives in the fields such as education or finance. In 2017 appointed an Advisor to the Prime Minister on Innovation Policy and Finance. Nikolay Sabev was born in 1960 in Ruse.

Mr. Adrian George FOGHIS’ mandate as a Secretary of State within the Ministry of Transport and Infrastructure of Romania started in February 2021 – a right expected outcome of his 9 years of extensive experience in infrastructure projects as general manager of his natal Oradea County’s Metropolitan Area, and later of the National Romanian Federation of Metropolitan Areas and Urban Agglomerations.

Hellenic Infrastructure and Transport Ministry’s Secretary General for Transport

Licensed engineer, graduate of the Electrical and Computer Engineering School of the Democritus University of Thrace. He has a master’s degree in Business Administration (MBA-international) from the Athens University of Economics and Business and a Master of Science in Computer, Telecommunications and Networks from the University of Thessaly.

He has experience in projects of Infrastructure and Transport, Energy projects and Specialized Electromechanical Systems as well as in Infrastructure of Smart Applications. As the technical consultant of ERGOSE, he contributed in the implementation of co-financed projects and the design, tendering and projects’ management of new railway projects, with emphasis in electromobility and signaling systems. He has worked as a Project Manager in Intrakat. Furthermore, he has been the supervisor engineer for the National Power Transmission Operator, including the first phase of Cyclades interconnection with the Greek mainland.

He has been a Scientific Associate of the National Center for Research and Technology (CERTH) and has collaborated with the University of Thessaly for teaching the course of “Technical and Electrical Design”. He is also a member of the Technical Chamber of Greece.

She specialised in external relations and internationalization of trade fairs and exhibitions. She prepared marketing and PR strategies for promotion and selling of services, and spent a lot of time preparing and optimizing communication strategies for massive events. During her long-term commitment to trade fairs and exhibitions she gained extensive knowledge on functioning of exhibitions venues, exhibition evolvement and future prospects for the industry. She has been a member of the management bord of Celje Fair since 2014, and Vice president of the management board 2020. In her personal life, she is a mother of two children, active in various sports activities, very creative and kin on traveling and gaining new experiences. Born on October 27, 1953 in Warsaw. He graduated in 1977 at the Faculty of Animal Science of the Warsaw University of Life Sciences. He obtained a PhD in agricultural sciences in 1981, dr hab. in 1989, the title of professor in 1996. From 2001 he was appointed to the position of full professor, where he works to this day. From 2020, he also works as a chief specialist at the National Institute of Rural Culture and Heritage. In the years 2001-2007 he was the Vice-president of the EAAP Sheep and Goat Breeding Commission, in 2007-2011 he was elected to the EAAP Council, since 2014 he has been the Vice-president of the EAAP Working Group for Natural Fibers, he is a member of the International Committee Scientific Committee for Dairy Use of Small Ruminants ICAR since 1998. From 2017, he is a member and chairman of the Scientific Council of the Institute of Environmental Protection – PIB, a member of the Scientific Council of the National Research Institute of Animal Production – PIB and a member of the Scientific Council of the Institute of Soil Cultivation, Fertilization and Soil Science – National Research Institute (from 27/02/2019 – member of the Institute’s Research Activity and Development Committee) . In 2021, he became a member of the Scientific Council of the Polish Ecological Club and the Scientific Council of the 2nd and 3rd Congress of the Three Seas Regions. He is the author / co-author of a total of 605 publications, including 289 monographs and dissertations, 124 scientific reports and announcements, 155 reviews and popular science articles, 23 books, 14 unpublished typescripts.

He is also a lecturer in Slavic studies at the Catholic University of Peter Pázmány.
His main research interests: the history of East-Central Europe in the twentieth century, Hungarian-Polish relations in the nineteenth and twentieth centuries. He is the author of many monographs and editor of document collections.

Dr Łukasz Lewkowicz – Political scientist. PhD in humanities in the field of political science. Assistant professor at the Department of Political Thought of the Institute of Political Sciences and Administration at Maria Curie-Skłodowska University in Lublin. Senior analyst in the Department of the Visegrad Group of the Institute of Central Europe. Research interests: historical and contemporary Polish-Slovak relations, Slovak foreign policy, functioning of the Visegrad Group and the Three Seas Initiative, cross-border cooperation in Central Europe, political communication, geopolitical thought. Intern at the Embassy of the Republic of Poland in Bratislava. He completed research internships in Slovakia, the Czech Republic and Lithuania. Zbigniew Wojciechowski

Deputy Marshal of the Lubelskie Voivodeship

He oversees the regional development policy and economy of the Lubelskie region; a lawyer, local government official, entrepreneur and social activist. He served as Vice President of Lublin twice (in 1998 – 2002 and 2010 – 2011), Vice Chairman of the Lublin City Council (2002 – 2006) and Member of the Sejm of the 6th term. As academic lecturer, he received the title of doctor honoris causa of the Lviv Academy of Arts and the Drohobych Ivan Franko State Pedagogical University.

Director of the Department of Strategy and Development in MOLV in Lublin

Member of the Task Force for Integrated Development Policy  of Poland and Europe of the KPZK PAN, Member of the Monitoring Committee of ROP LV (2007-2013 and 2014-2020) and the MC of the PBU Program and OP Eastern Poland (since 2008), Vice – Voivode of Zamojskie Voivodeship (1990-1998) and advisor  to the Minister of Agriculture and Rural Development (1999 – 2001). Sławomir Tokarski

Director for the European Territorial Cooperation, Macro-regions, Interreg and Programmes Implementation

Sławomir Tokarski obtained PhD degree at the European University Institute in Florence in 1995. He joined the Polish administration and headed a team co-ordinating the preparations for the accession negotiations and preparing policy analysis for the Chief Negotiator. In 2004 he joined the Commission as a Cabinet member of the Commissioner responsible for the regional policy. In 2009 he was nominated Head of Unit dealing with economic policy and co-ordination of EU funding in DG MARE. In March 2012 he became Head of Defence, Aeronautics and Maritime industries in DG Enterprise. From 2016 until 2021, he was a Director in DG GROW responsible for Industrial policy and Innovation.

In 2021, Sławomir Tokarski joined DG REGIO as a Director for the European Territorial Cooperation, Macro-regions, Interreg and Programmes Implementation.

Rafał Baliński

Director, Territorial Cooperation Department, Ministry of Development Funds and Regional Policy

He has been involved in European Territorial Cooperation (Interreg programmes) since 2005. He was in charge of the unit responsible for the management and control system for programmes managed by Poland. In 2011-2017, as deputy head of department, he supervised cross-border programmes on the western and eastern borders. As an expert in a twinning project, he supported Croatia in its preparation for Interreg programmes. Since 2017, he has been director of the department responsible for the implementation of Interreg programmes involving Poland.

Ph.D. Wieslaw Oleszek

Director of Institute of Soil Science and Plant Cultivation – State Research Institute in Puławy

Received the M.S. from Maria Curie-Sklodowska University in 1975, and the Ph.D. in biochemistry with minor in phytochemistry in 1985. In 1997 he was nominated by President of Poland to the full professor degree. Since 2010 he is the Director of the Institute. The focus of his research is secondary plant metabolism. For number of years he was working at the Phytochemical Society of Europe, being the Committee Member, General Secretary and finaly the President of the society during 2008-2014. In 2010 became a member of Polish Academy of Science.  He actively participated in ten  EC FP, coordinating RegPot (Proficiency, FP7), Era Chair (BioEcon, H2020) and Bioeastsup (H2020).

He got a master’s degree in history at John Paul II Catholic University of Lublin. He Has acquired a great professional experience working in local and central government administration and international cooperation. He worked as a Vice Chief Education Officer in Zamość since 1998 and a Chief Education Officer In Lublin Since 2001. In years 2002 – 2005 he was the President of the Tomaszów Lubelski City Council. In years 2005-2007 he was the Governor of Lublin. In 2007 he was elected a member of the Polish Parliament. He has been the Mayor of Tomaszów Lubelski Since 2010.

She has about 20-year experience in regional development (partly as researcher at the University of Debrecen) and interregional collaborations. She is a representative of E-zavod, the Institute for Comprehensive Development Solutions, based in Slovenia. Senior Expert of Territorial Cooperation Unit, Latvia

She represents the National Authority for Interreg programmes in Latvia. She has been actively involved in preparation, monitoring and coordination of implementation of Interreg cross-border, transnational and interregional cooperation programmes since 2011. Besides, she has acted as a national contact point for Interreg Europe programme in Latvia supporting applicants regarding programme requirements and communication tasks. Ilga has an academic background in political science and communication studies. Responsibility, strategic thinking, analytical and cooperative skills, being open-minded and goal oriented are her strengths. She enjoys exploring the new places and discover the charm they offer.
