Jarosław Stawiarski

Marshal of the Lubelskie Voivodeship

An experienced self-government official and politician.
A graduate in history at the Humanistic Department of the University of Marie Curie Skłodowska in Lublin, an alumnus of postgraduate studies in management.

He was a teacher, headmaster, councillor and a deputy mayor in his hometown Kraśnik. Member of National Parliament for 4 terms. He had served as the Secretary of State in the Ministry of Sport and Tourism, where as the Vice-Minister had been responsible mainly for financial support of sports infrastructure. Under his management about half a billion PLN was annually spent on new sports facilities. He also supervised the National Stadium, the Central Sports Centre and the Institute of Sport. He is a member of the bureau of the European Committee of Regions and the president of the Presidential Council for Self-Government.

On 21st November 2019 elected for the Marshal of the Lubelskie Voivodeship. Passionate about sport both in private and professional terms, always present at the most important sports events. Supports Polish national teams in different disciplines.

Anna Moskwa

Minister of Climate and Environment

She holds a degree in sociology from the John Paul II Catholic University of Lublin, a degree in international relations from Maria Curie-Sklodowska University, and a postgraduate degree in business management from the UW. She is also a graduate of the MBA program at Lazarski University.
She served as president of the European Meeting Center – Nowy Staw Foundation, where she started as a volunteer. In 2010, she headed the Polish branch of Habitat for Humanity. 
From 2017 to 2020, she was undersecretary of state at the Ministry of Maritime Affairs and Inland Navigation. She then served as CEO of Baltic Power from 2020 to 2021. Since 2021, she has been Director of the Offshore Wind Farms Office at Orlen. On October 26, 2021, she was appointed Minister of Climate and Environment.

Piotr Rycerski

Chief of Political Cabinet of Deputy Prime Minister Jacek Sasin

Piotr Rycerski is a Polish official and a lawyer by profession. He graduated from Cardinal Stefan Wyszynski University in Warsaw, where he obtained a Master’s degree in law and a Master’s degree in canon law. He also holds a Master of Business Administration degree. He began his career in government administration at the Ministry of Culture and National Heritage, and later was associated with the Ministry of Interior and Administration. From 2021 to 2022, he was the Director of the Minister of State Assets’ Office, and since July 2022, he has been the Chief of Political Cabinet of Deputy Prime Minister Jacek Sasin.

In the years 2017-2018 he held the position of Vice President of the Management Board of PGNiG TERMIKA Energetyka Przemysłowa S.A., and in the years 2016-2017 he was the President of the Management Board of Przedsiębiorstwo Energetyki Cieplnej PEC S.A. in Jastrzębie-Zdrój.

Lawyer, economic analyst and expert in finance, financial law, banking and macroeconomics. He has gained extensive experience in the financial sector. He has sat on the Management Board of PZU Tower, served as Chief Economist of Kasa Krajowa SKOK (credit union), Member of the Sejm (lower chamber of the Polish Parliament) of the 8th term, Chairman of the Standing Subcommittee on Financial Institutions, and Deputy Chairman of the Public Finance Committee and member of the Digitisation Committee of the Sejm.

Mayor of the city of Stalowa Wola

He started local government activity in 2006. As the youngest in the history of the city Councilor of the City Council combined local government and managerial functions in public administration. He proved to be an efficient and effective local government official. In 2015, the President of the Republic of Poland, Andrzej Duda, appointed him to the National Development Council. Recipient of many awards, incl. Golden Cross of Merit for self-sacrificing service to local government in Poland. He graduated political scientist studies of the Maria Curie-Sklodowska University in Lublin and legal studies in WZPNoG of the Catholic University of Lublin in Stalowa Wola.

Wojciech Dąbrowski

In the past, President of the Management Board of the PGE Energia Ciepła S.A. and PGNiG Termika S.A. He has many years of experience in management, both in central and local governments. His main area of focus was investment and legal consultation in the area of obtaining funds from the EU. He also led expert teams in the realization of investments.

He boasts many years of experience in governing bodies of public and foreign commercial companies gained while being a member of management and supervisory boards. In 2017 Mr Wyligała became part of KGHM Polska Miedź S.A., where he held leading managerial positions.
In the LW Bogdanka S.A. he served as Vice-President of the Management Board, Operations, Vice-President of the Management Board, Strategy and Development. On 13 January 2023 he was appointed to the position of President of the Management Board.

Appointed as acting President of the Management Board of Polskie Elektrownie Jądrowe sp. z o.o. on March 17, 2023. Previously Vice President of the Management Board of PEJ. He holds a PhD in law. He served as President of the State Atomic Energy Agency and also as Director of the Department of Environmental Impact Assessment at the General Directorate of Environmental Protection. He has also held positions at international institutions in the nuclear sector.

Artur Michalski MSc has graduated from the Electrical Faculty of Częstochowa Technical University (1999). He has completed numerous postgraduate studies, inter alia, Inter-university Postgraduate Study of Environmental Resources Assessment and Appraisal at Warsaw University of Life Sciences and Warsaw School of Economics, Postgraduate Study of Environmental Compensations Nature 2000 (Warsaw University of Life Sciences), as well as Study of International Relations and Diplomacy and Postgraduate Study of Environmental Protection Policy – Ecology and management, Master of Business Administration (MBA).

Dr Piotr Kuszewski is an assistant professor at the Banking Institute of Warsaw School of Economics and head of the postgraduate compliance program at WSE. Piotr Kuszewski is also CEO at PTE PZU pension fund. Piotr Kuszewski was Group CFO of the Digital Care Group, and regional manager of April insurance group. He also worked at the State Development Bank of Poland and PZU Życie insurance company. Piotr Kuszewski was non-executive board member of PGE Dom Maklerski, Krajowy Fundusz Kapitałowy, PZU Asset Management.

He graduated from law at the University of Warsaw. Head of the Political political bureau of the leader of PIS, Director of the PiS Presidential Office, President of the PiS Youth Forum. As a chartered accountant, he actively participates in the work of the professional self-government. Since 2017, he has been a member of the Examination Committee for Candidates for Certified Auditors appointed by the Minister of Finance. From 2008 to 2021, he was a member of the Accounting Standards Committee under the Minister of Finance. He serves on the Supervisory Board of Mostostal Warszawa (since 2016). He was also a member of the Supervisory Boards of W. Kruk S.A. (2021-2022) and VRG S.A. (2021).
He lectures on accounting and auditing at universities and numerous training institutions.

Norbert Komar

Director of the Upper Silesian Rehabilitation Center named after General Jerzy Ziętek

He specializes in public finance. In 2002, he joined the Ministry of Economy as a chief specialist in the Industry Department and internal auditor. From 2006 to 2009 he served as director of the Marketing Strategy Office at Kompania Węglowa S.A. in Katowice. From 2007 to 2009, he served as Director of Economic and Labor Affairs at Spółka Restrukturyzacji Kopalń S.A. Since 2014, he has been deputy chairman of the Business Council of the Częstochowa University of Technology.
In 2017, he tied his professional development to health care. He started working at the Upper Silesian Rehabilitation Center “Repty” in 2019. In July 2020, he became Chairman of the Supervisory Board of the “Bucze” Treatment and Rehabilitation Center.

Volodymyr Chubirko was born on October 12, 1976 in Uzhhorod.
He has a degree in economics and jurisprudence.
He worked as a director of commercial enterprises such as Rostock LLC and the VIZA Charitable Foundation.
He was a deputy of the regional council of the 5th and 6th convocations.
Elected deputy of the Regional Council of the 8th convocation (political party “Native Zakarpattya”).
On November 25, 2021, Volodymyr Chubirko was elected the head of the Transcarpathian Regional Council.

Head of the Khmelnytskyi Regional Council

From 2005 to 2006, she worked as a sales manager of the private enterprise “Agroprom”. From 2006 to 20212, she worked as a manager of banking services for individuals at the Volochysk branch of PrivatBank. From 2013 to 2020, Marketing Director of Vitagro Group of Companies LLC. In 2012, she headed the charity foundation of Serhii Labazyuk “We are close”, the purpose of which is the systemic development of Khmelnytskyi. In 2022, she earned a master’s degree in «Public Management and Administration» at the Leonid Yuzkov University of Management and Law in Khmelnytskyi.

On December 7, 2020, in accordance with the decision of the Khmelnytskyi Regional Council of the eighth convocation, she was elected as the Head of the Khmelnytskyi Regional Council.

He graduated from the Kyiv National University of Trade and Economics (Economics) and Taras Shevchenko Kyiv National University (Law). PhD in Economics. Worked at the State Administration of Affairs. Afterwards worked as a commercial director at private company and as an individual entrepreneur.

In 2020 was elected as a Member and First Deputy Chairman of the Lviv Regional Council.

Economist and legal adviser by profession, former director of the National Trade Register Office Maramureș (Romania), was designated Vice-president of Maramures County Council in October 2020. He has over 10 years of experience in Economics, Public Administration and Finance. He pledges for a stronger involvement of local and regional administrations in creating Economic Networks and Cooperation in areas such as energy, transport, connectivity, culture, environment and climate.

Zbigniew Wojciechowski

Vice-Marshal of the Lubelskie Voivodeship

As Vice-Marshal of the Lubelskie Voivodeship (since 2018), he oversees the regional development policy and economy of the Lubelskie region; a lawyer, local government official, entrepreneur and social activist. He served as Vice President of Lublin twice (in 1998 – 2002 and 2010 – 2011), Vice Chairman of the Lublin City Council (2002 – 2006) and Member of the Sejm of the 6th term. As academic lecturer, he received the title of doctor honoris causa of the Lviv Academy of Arts and the Drohobych Ivan Franko State Pedagogical University.

Professor Tomasz Komornicki

Professor at the Faculty of Earth Sciences and Spatial Management, Maria Curie-Sklodowska University in Lublin, head of the Department of Spatial Organization in the Institute of Geography and Spatial Organization Polish Academy of Sciences (PAS) in Warsaw. Sławomir Tokarski

Director for European Territorial Cooperation, Macroregions, Interreg and Programme Implementation, DG Regio, EC

Sławomir Tokarski obtained PhD degree at the European University Institute in Florence in 1995. He joined the Polish administration and headed a team co-ordinating the preparations for the accession negotiations and preparing policy analysis for the Chief Negotiator. In 2004 he joined the Commission as a Cabinet member of the Commissioner responsible for the regional policy. In 2009 he was nominated Head of Unit dealing with economic policy and co-ordination of EU funding in DG MARE. In March 2012 he became Head of Defence, Aeronautics and Maritime industries in DG Enterprise. From 2016 until 2021, he was a Director in DG GROW responsible for Industrial policy and Innovation.  

In 2021, Sławomir Tokarski joined DG REGIO as a Director for the European Territorial Cooperation, Macro-regions, Interreg and Programmes Implementation

Rafał Baliński

Director of Department of Territorial Cooperation, Ministry of Funds and Regional Policy

He has been involved in European Territorial Cooperation (Interreg programmes) since 2005. He was in charge of the unit responsible for the management and control system for programmes managed by Poland. In 2011-2017, as deputy head of department, he supervised cross-border programmes on the western and eastern borders. As an expert in a twinning project, he supported Croatia in its preparation for Interreg programmes. Since 2017, he has been director of the department responsible for the implementation of Interreg programmes involving Poland.

Cezar Grozavu is the executive director of Romania – Ukraine Cross Border Cooperation OfficeHis tasks are to ensure the promotion of cooperation between regions, communities and authorities located on both sides of Romania’s border with Ukraine to solve common problems, design and implement cross-border strategies and projects that contribute to the sustainable development of communities and the European integration of Ukraine. The organization assured the technical secretariat of European Union cross border cooperation’s programs and implement cooperation projects for more than 18 years.

Paweł Kobielski

Counselor, Economic Department of the European Union, Chancellery of the Prime Minister

Piotr Kobielski is a doctor of legal sciences. As an expert of the European Union department at the Chancellery of the Prime Minister’s Office, he is responsible for EU digital and innovation policy, including EU regulations on digital transformation. As an assistant professor at the Military University of Technology, he lectures at military and civilian studies. In 2012-2013, he conducted a research program in the field of international relations at Harvard University. He specializes in EU law, with a particular focus on its digital dimension.

James Hughes is Economic Counsellor at the British Embassy in Warsaw. He is responsible for leading the Embassy’s work in strengthening economic and trade relations between the UK and Poland. He also works with colleagues at British missions across Central Europe to strengthen relations with key partners.

Director of the Department of Innovation and Development Support Programs, MFiPR,

Malgorzata Szczepanska has more than 10 years of experience in the implementation of European funds in Poland, public aid and support for entrepreneurs. She currently heads the Department responsible for the Intelligent Development Program and for the preparation and implementation of the European Funds for Modern Economy Program. The assumed budget of the Program is PLN 36 billion. Both Programs are financed from EU funds. In 2016-2017 at the Ministry of Development, she headed the Department responsible for innovation and entrepreneurship policy. In 2009 -2015 at the Ministry of Economy, she was responsible for the Innovative Economy Program.

Deputy Director of the Department of Innovation and Industrial Policy, MRiT

For more than a dozen years he has been carrying out tasks related to the development of innovation in the economy. At present, she is coordinating in the Ministry of Economy the work related to technology policy and innovation policy, as well as conducting international cooperation in this area. Among other things, she coordinates the process of identifying and monitoring of technological areas key to the development of strategic sectors, as well as developing and testing new instruments to support business innovation. She supports the innovation ecosystem, including pro-innovation legislative solutions, knowledge transfer and cooperation, educational and competence development support initiatives. She is a passionate economist-researcher in the topics of international economics and the economics of innovation.

TOMASZ JAMRÓZ

Deputy Director for Economic Cooperation, Ministry of Foreign Affairs,

Director at the Department of Economic Cooperation of the Ministry of Foreign Affairs. Master’s degree in international relations from the Warsaw School of Economics (SGH) and in Japanese studies from the University of Warsaw. He completed postgraduate studies in quantitative methods in financial market analysis at SGH. He gained professional experience working at the Asia-Pacific Department, the Polish Office in Taipei, the Consulate General in Shanghai and the Polish Embassy in Tokyo.

Head of the digital economy team at the Polish Economic Institute

Previously, he worked at the Ministry of Digitization, where he worked on European telecommunications regulation, including the relationship between OTT providers and telecom operators and international roaming. He also participated in the development of regulatory impact assessments for new legislation and guidelines for conducting impact assessments in the government legislative process. He gained analytical experience at the think tank demosEUROPA – Center for European Strategy. He graduated in economics from the University of Warsaw.

Pawel Bryda, attorney-at-law, patent attorney, since February 2023, he is the Vice Chairman-Management Board for Grupa Azoty Zaklady Azotowe Pulawy SA. He is responsible for project management in the field of technology and development. In 2020-2023 he was the head of the Administration and Legal Department and the director of the Office Board at the PGE Distribution. He has many years of experience in government administration. He is the author of many statements and interpretations of legal provisions, he prepared drafts of national legal acts, he also participated in the work on EU directives.

Dariusz Dumkiewicz

Vice president of the Management Board, LW Bogdanka S.A.

Mr Dariusz Dumkiewicz is a graduate of the Faculty of Law and Administration at the Marie Curie Sklodowska University in Lublin, from which he graduated in 2002 with a degree in law. He has also completed postgraduate programme in “Project Management and EU Law” organised by UMCS and the Lublin Development Foundation. In 2018 he completed his Master of Business Administration degree at the Lublin University of Technology.

Mr Dariusz Dumkiewicz has 16 years’ work experience in leading development and investment projects. From 2002 to 2006, he was employed in managerial positions at the City Council of Lublin, where he managed EU-financed projects. In 2006 he took on the role of advisor to the Minister in the Ministry of Labour and Social Policy and an expert on the Development of Eastern Poland in the Ministry of Development. In 2007 he took the position of Director of the Department of Strategy and Development in the Marshall’s Office of the Lublin Province. He was responsible for negotiations with the European Commission and financing strategic infrastructure investment projects for the province. Since 2008 he was a Member of the Management Board, Vice-President of consulting firms that provide advice to enterprises, primarily in the energy sector. In 2016 he took on the position of Director of the Lublin Branch of PSG sp. z o.o., the distributor of natural gas in the Polskie Górnictwo Naftowe i Gazownictwo Group. On 15 October 2018 he assumed the position of Vice-President of the Management Board in charge of Development at LW Bogdanka S.A.

Maciej Nietopiel has over 20 years experience in the energy industry. In ZE PAK, he is the Vice-President and is responsible for the financial department. As part of the currently ongoing dynamic transformation process of the ZE PAK Capital Group, he performs a number of functions in special purpose vehicles responsible for the development of projects in the field of development of renewable energy sources (wind, photovoltaics, biomass) and the production and use of green hydrogen. Maciej Nietopiel is also the President of the Management Board of the Polish Hydrogen Bus Company responsible for the construction of the Nesobus hydrogen bus and the construction of the production plant in Świdnik

He has been dealing with the energy transformation for over two years. He is the coordinator of the Working Group No. 5 – hydrogen valley support systems at the Coordination Council of the Sectoral Agreement for the Development of the Hydrogen Economy in Poland. He consulted the creation of four hydrogen valleys.

Sławomir Mazurek

Vice President of the Management Board of the National Fund for Environmental Protection and Water Management 

Is a graduate of the Faculty of Historical and Social Sciences at Cardinal Stefan Wyszyński University in Warsaw. He majored in political science with a specialization in political systems and local government, and completed Inter-University Postgraduate Studies in Assessment and Valuation of Natural Resources at the Warsaw University of Life Sciences and Warsaw School of Economics. He is also a graduate of the joint Top Public Executive program, National School of Public Administration and IESE Barcelona Business School. He served as the Undersecretary of State at the Ministry of Environment and Government Plenipotentiary for the Development of Hydrocarbon Extraction. He was a member of the Committee for European Affairs and the Committee for Digitalization of the Council of Ministers. He represented the Minister of Environment in the Polish Committee for UNESCO, Council of the National Centre for Research and Development, Council for Spatial Information Infrastructure and in the Tripartite Team for Energy Sector. He led the Polish Delegation at COP24 in Katowice and UNEA-4 in Nairobi, as well as UNCCD New Delhi. From 2020 he worked at the Bank Ochrony Środowiska S.A. as Managing Director and Chief Ecologist of the Bank. He chairs the Board of the BOŚ S.A. Foundation. He is also a member of the Laudato Si Team at the Polish Episcopate. Currently, as Vice-President of the Management Board of the National Fund for Environmental Protection and Water Management, he supervises the work of the: Departments of Water Protection and Climate Change Adaptation and Department of Education, Communication and Nature Conservation.

Prof. Roman Niżnikowski

Member of the National Development Council, Council for the Environment, Energy and Natural Resources, lecturer at the Warsaw University of Life Sciences

Graduated in 1977 from the Faculty of Animal Production of the Warsaw University of Life Sciences. He obtained his doctoral degree in 1981, dr hab. in 1989, the title of professor in 1996. Since 2015, he has been a member of the Supervisory Board of the National Fund for Environmental Protection and Water Management (from November 20, 2015 to February 24, 2020 its chairman). In 2017-2018, he was a member of the Supervisory Board of the Provincial Fund for Environmental Protection and Water Management in Lublin. Since 2017, he has been the chairman of the Scientific Council of the Institute of Environmental Protection – National Research Institute, a member of the Scientific Council of the Polish Ecological Club (since 2021) and a member (since 1991) and president (since 2019) of the Association for Sustainable Development of Poland. Prof. dr hab. Jan Szyszko, member of the Scientific Council of the Institute of Animal Production – National Research Institute and the Scientific Council of the Institute of Soil Science and Plant Cultivation – National Research Institute. It belongs to the Polish Hunting Association (since 1988). Since 2021, he has been a member of the State Council for Environmental Protection. He is the author of 604 publications, including 288 monographs and dissertations, 124 scientific reports and communications, 155 review and popular science articles, 23 books, 14 unpublished typescripts. He has the Silver Cross of Merit (1999), the Golden Cross of Merit (2005), the Gold Medal for Long Service (2015), the Medal of the Centenary of Regained Independence (2020), the Badge “Meritorious for Agriculture” (2001), the Medal of National Education (2013), the statuette “Personality of the Year of the World of Science 2018 ProEnergo”.

Experienced manager in private, state and local government companies.  Headed the Network and Sales Department and the Environmental Finance Department at Bank Ochrony Środowiska S.A. He has extensive knowledge in environmental financing, the investment process, as well as company and human resources management.

He graduated in history from the Catholic University of Lublin. He has extensive professional experience performing functions in local government and government administration. In the years 2002–2005 he was the chairman of the city council in Tomaszów Lubelski. From December 7, 2005 to October 31, 2007, he held the position of the Lublin Voivode. In the parliamentary elections in 2007, he was elected to the Sejm of the 6th term. From December 8, 2010 to the present, he has been the mayor of Tomaszów Lubelski. In 2020, he became the president of the board of the newly created Association of Local Governments of the Euroregion Roztocze.
