Summary of the Eastern Congress of Young Leaders



Almost two hundred people took part in the Eastern Congress of Young Leaders organised by the Nowy Staw Foundation. The event was organised as part of the 3Seas Local Government Congress, organised by the Marshal’s Office of the Lublin Voivodeship.



The Congress was held on 16-17.05.2023 at the Centre for the Meeting of Cultures in Lublin and the Nasutów House. The organisation of the aforementioned event was inspired by the implementation of seventeen editions of the Economic Forum of Young Leaders (EFYL), the largest international socio-economic conferences in Central and Eastern Europe. The Eastern Congress of Young Leaders was attended by more than 180 people not only from Poland, but also from Ukraine, Belarus, Lithuania and Georgia. The congress was an excellent place to discuss, exchange opinions, views and strengthen cooperation among young people. Young people participated in panels devoted, among other things, to artificial intelligence, employers’ expectations, and the background to the city of Lublin becoming European Youth Capital. On the second day of the event, participants were able to learn about: what European information networks offer them, what challenges International Meeting Centres are currently facing, and they were also able to meet young leaders who have been helping Ukrainian refugees since the first days of the war. The final point of the event was an intercultural evening attended by an AZS UMCS Lublin basketball player and her coach. During the Congress, there also was a meeting with a special guest, who was Minister of Climate and Environment Anna Moskwa. At the meeting, the Minister talked about the situation with regard to renewable energy sources, as well as the challenges the Ministry is facing in relation to this issue. The young people asked our guest a number of questions on topics such as geothermal energy, as well as the problems of disposing of batteries from electric cars.



In total, during the congress:



– 54 panellists and moderators spoke;



– 186 participants from 5 countries took part;



– 7 discussion panels, 1 Oxford debate, 1 meeting with a special guest and 1 intercultural evening with the participation of the basketball player AZS UMCS Lublin and her coach were organised

The Three Seas Local Government Congress under the Honorary Patronage of the President of Poland



The 6 th edition of the Three Seas Local Government Congress will be held May 27-28, 2026, under the Honorary Patronage of the President of the Republic of Poland, Karol Nawrocki. This distinction recognises the growing importance of the event, which has become a key platform for cooperation among the countries of Central and Eastern Europe, both in the economic and infrastructural dimensions.



Over five editions of the Congress (2020–2025), more than 5,000 participants from 24 countries have taken part, 104 discussion panels have been held, and 64 foreign delegations have visited Lublin. The scale and international character of the event confirm its increasing role in shaping dialogue across the Three Seas region.




We, the countries representing Central and Eastern Europe (…) through the Three Seas Initiative, Via Baltica, and Via Carpatia, share not only our voice and vision of building a civic community, but also tangible results showing that the Baltic States and the countries of Central and Eastern Europe are capable of implementing major infrastructure projects, emphasised President Karol Nawrocki during his visit to Vilnius last month.



These words perfectly capture the spirit of the Three Seas Congress, which brings together political, academic, and business communities around a shared goal, building a strong, integrated, and cooperative Central and Eastern Europe.



It is also worth noting that in April 2025, Poland hosted the 10th Three Seas Initiative Summit. During the event, participants emphasised the importance of infrastructure and economic cooperation in the region and the need to strengthen cohesion across Central and Eastern Europe. This year, the cooperation format has been expanded to include new members – Albania and Montenegro joined the Three Seas Initiative in the capacity of associated participating states, while Spain and Turkey became new strategic partners. It has already been announced that the 11th Summit will take place in Croatia in 2026.
