The discussion will focus on the challenges that Poland faced in the energy context after the outbreak of war in Ukraine. The panelists will discuss the government's efforts to improve Poland's energy security, coal distribution and the problems that needed to be overcome, as well as the government's cooperation with local governments in this regard. Issues of Poland's current energy situation and energy security at present and in the future will be also discussed.

Ensuring energy security has always been one of the most important challenges both in Poland and in other Central and Eastern European countries. Russia's invasion of Ukraine in February 2022 showed that countries' dependence on imports of Russian energy resources was the wrong direction for energy policy. In the panel "Energy security of Poland and Europe" we will disscuss the security of supplies of energy resources to the countries of our region. We will also focus on what the energy mix of Poland and the other countries taking part in the discussion looks like today and what goals are set for the future in this regard.

Debate of the Regions: Network of the Three Seas Regions - future and challenges The growing aspirations of local governments to conduct international business are contributing to the importance of horizontal organizational structures that complement and sometimes even replace hierarchical structures. The dominant functions and processes of the information age are increasingly organized around networks. Networks represent the new social composition of our societies, and the spread of network logic is fundamentally changing the functioning and outcomes of the processes of production, experience, power and culture. Established in 2021. Network of the Three Seas Regions provides a format for direct cooperation between local governments from the twelve countries of the Three Seas Initiative. Over the past two years, the necessary tools for formalizing the existence of the Network have been shaped, most notably the Agreement that will be signed by the founding members during this year's edition of the 3Seas Local Government Congress in Lublin. This period was also important in terms of expanding the Network. After the accession of new members, the Network will already have 22 regions from 6 countries. The year 2022 is marked in the first place by the war in Ukraine. We are all aware that the post-war world will look very different from today. The discussion will focus on the prospects for the Network's development in such a world, through the implementation of projects and the deepening of cooperation in five areas: infrastructure, environmental protection, science and education, digitization, economic cooperation. There will also be topics related to the development prospects of individual regions through their active participation in the Network as well as the benefits that such participation brings. We have been observing for years the global race in the area of developing and accessing new technologies, as well as the associated with it new risks of economic, political and social nature, appearing/visible/experienced especially in moments of crises (e.g. epidemic, armed conflict in Ukraine). During the panel, we will consider what technological sovereignty is or should be, to what extent the Three Seas countries can benefit or lose from this trend, how to build open technological sovereignty, i.e. based on cooperation with key partners, what are the experiences and lessons from other regions in this regard. We will also consider which sectors/technologies can be considered strategic, and how to find our place in these areas and build advantages in them.

Moving away from fossil fuels, production of clean energy, are actions that are forced on us by the increasingly rapid degradation of the natural environment. In addition, Russia's aggression against Ukraine meant that the countries of the Three Seas Initiative have to accelerate the implementation of solutions that will completely stop the supply of coal and gas from Russia. So far, many countries have paid exorbitant amounts for the supply of these raw materials, so the sanctions imposed on Russia are not that severe.

The Eastern Congress of Young Leaders is an event organized by the European Meeting House - Nowy Staw Foundation as an accompanying event to the 3Seas Local Government Congress. The purpose of event is to prepare young people to participate in the discussion on the future of Poland, Europe and the world. The Congress aims to confront theoretical knowledge with actual problems. During this event, we want to witness the establishment of cooperation between organizations from different European countries, the exchange of experiences, as well as the organization of joint conferences.
