Inauguration of the Three Seas Universities Network

On the 16th of May 2023, during the 3SEAS Local Government Congress, the Three Seas University Network was launched (3SUN – The Three Seas University Network).

This project, to which the John Paul II Catholic University of Lublin as its initiator has invited universities from Austria, Bulgaria, Croatia, the Czech Republic, Estonia, Lithuania, Latvia, Romania, Slovakia, Slovenia and Hungary (also Ukraine), among others, is to be a tool for establishing and conducting regular contacts and undertaking joint research and implementation of innovations in the quality of education. The integration of the academic environment of the 12 countries of the Three Seas Initiative is to take place e.g. through cooperation in the commercialization of knowledge and the exchange of teaching and research experience. The agreement inaugurating the Three Seas Universities Network was signed in the presence of Minister of Education and Science Przemysław Czarnek.

The initiative’s main goals are strengthening the cooperation between European universities, intensifying international exchanges, expanding research that should lead to prestigious publications, important projects, and obtaining European grants.

The following universities have joined the Network:
• The John Paul II Catholic University of Lublin (Poland) • Trakia University (Bulgaria) • Catholic University of Croatia • Tallinn University (Estonia) • Vytautas Magnus University (Lithuania) • Mykolo Romerio University (Lithuania) • Baltic International Academy (Latvia) • Babeș-Bolyai University (Romania) • University of Trnava (Slovakia) • Catholic University in Ružomberok (Slovakia) • Alma Mater Europea (Slovenia) • National University of water and environmental engineering in Rivne (Ukraine) • University of Lviv (Ukraine).

“The Three Seas Universities Network towards the challenges of science and the region” was the title of a scientific conference organised by the John Paul II Catholic University of Lublin, held as a part of the 3Seas Local Government Congress. This was the first in a series of international 3SUN conferences, which is intended to be part of the series of political and economic events implemented by Poland in Three Seas Initiative. During the conference, which lasted until May 17, representatives of member universities of the Three Seas Universities Network, researchers and academics dealing with issues of cooperation in the Three Seas region spoke. The participants of the conference discuss topics such as cooperation of universities for the development of the Three Seas macroregion, 3SUN as an instrument of research cooperation, security of Central and Eastern Europe, the role of the Three Seas countries in supporting the reconstruction of Ukraine, digital transformation and cyber security, the geopolitical significance of the Three Seas Initiative, and the role of Three Seas diplomacy .

The Three Seas Local Government Congress under the Honorary Patronage of the President of Poland

The 6 th edition of the Three Seas Local Government Congress will be held May 27-28, 2026, under the Honorary Patronage of the President of the Republic of Poland, Karol Nawrocki. This distinction recognises the growing importance of the event, which has become a key platform for cooperation among the countries of Central and Eastern Europe, both in the economic and infrastructural dimensions.

Over five editions of the Congress (2020–2025), more than 5,000 participants from 24 countries have taken part, 104 discussion panels have been held, and 64 foreign delegations have visited Lublin. The scale and international character of the event confirm its increasing role in shaping dialogue across the Three Seas region.

We, the countries representing Central and Eastern Europe (…) through the Three Seas Initiative, Via Baltica, and Via Carpatia, share not only our voice and vision of building a civic community, but also tangible results showing that the Baltic States and the countries of Central and Eastern Europe are capable of implementing major infrastructure projects, emphasised President Karol Nawrocki during his visit to Vilnius last month.

These words perfectly capture the spirit of the Three Seas Congress, which brings together political, academic, and business communities around a shared goal, building a strong, integrated, and cooperative Central and Eastern Europe.

It is also worth noting that in April 2025, Poland hosted the 10th Three Seas Initiative Summit. During the event, participants emphasised the importance of infrastructure and economic cooperation in the region and the need to strengthen cohesion across Central and Eastern Europe. This year, the cooperation format has been expanded to include new members – Albania and Montenegro joined the Three Seas Initiative in the capacity of associated participating states, while Spain and Turkey became new strategic partners. It has already been announced that the 11th Summit will take place in Croatia in 2026.

We cordially invite you to take part in the Three Seas Local Government Congress! Registration will open in the end of January. More details will soon be available at www.congress.lubelskie.pl and on our social media channels.
